We Build This Together: Puerto Rico’s Approaches and Practices to Campus Prevention, Healing, and Belonging

Developed through virtual site visits conducted in May 2025, this toolkit highlights the work of three powerful initiatives in Puerto Rico: Construyendo Equidad entre Géneros and SIEMPREVIVAS at the University of Puerto Rico at Mayagüez (UPRM) and UPR Río Piedras (UPRRP), as well as Coordinadora Paz para las Mujeres (Puerto Rico Dual Coalition). Together, these organizations offer meaningful examples of campus-based prevention, survivor-centered healing, and community-rooted approaches to fostering belonging. This toolkit invites grantees to pause and reflect on what prevention could look like on their campuses if it were truly shaped by students’ needs, identities, and lived experiences.

Centering Student Voices Domestic Violence, Dating Violence, Sexualt Assualt, and Stalking (DVSAS) on Campus: Toolkit for Supporting Military-Connected Students

The purpose of this toolkit is to inform and assist college and university administration, staff, and students with addressing Domestic Violence, Dating Violence, Sexual Assault, and Stalking (DVSAS) and support services for military-connected students of the U.S. Armed Forces. Colleges and Universities must make an active effort to learn about who encompasses “military-connected students,” what unique dynamics and barriers they experience, and how to provide accessible support services to this population, specifically pertaining to DVSAS.This toolkit addresses the needs of OVW Campus Project grantees, this information can also benefit the general public working with immigrant students at institutions of higher education.

Centering Student Voices Domestic Violence, Dating Violence, Sexualt Assualt, and Stalking (DVSAS) on Campus: Toolkit for Supporting and Engaging LGBTQIA+ Students Toolkit

The purpose of this toolkit is to inform and assist college and university administration, staff, and students with addressing Domestic Violence, Dating Violence, Sexual Assault, and Stalking (DVSAS) and support services for LGBTQIA+ students on campus. Colleges and Universities must make an active effort to learn about who encompasses LGBTQIA+ students, what unique dynamics and barriers they experience, and how to provide accessible support services to this population, specifically pertaining to DVSAS. We want to share responses to some frequently asked questions (FAQs) to support campuses and partners in strengthening their work with LGBTQIA+ students. We hope that this information also creates curiosity on campuses to explore “How do these issues/themes show up or–don’t–on my campus?” This toolkit addresses the needs of OVW Campus Project grantees, this information can also benefit the general public working with immigrant students at institutions of higher education.

Toolkit for Implementing Bystander Intervention Strategies to Prevent Domestic Violence, Dating Violence, Sexual Assault, and Stalking at Faith- Based Institutions

Religiously affiliated colleges and universities (faith-based institutions) are diverse in faith, traditions, size, denominations, curricula, and campus life. Though faith-based institutions are incredibly unique in so many ways, they are not exempt from the significant prevalence and scope of domestic violence, dating violence, sexual assault, and stalking on college campuses. The Toolkit for Implementing Bystander Intervention Strategies to Prevent Domestic Violence, Dating Violence, Sexual Assault, and Stalking at Faith-Based Institutions is designed to support faith-based institutions in developing appropriately tailored prevention programs. This toolkit focuses on providing the tools, direction, and guidance to tailor the key components of a bystander intervention program for faith-based institutions.

Campus-Community Partnerships: Coordinating a Comprehensive Trauma-Informed Response to Sexual Violence

Sexual violence on college and university campuses is a complex issue requiring collaboration and integrated approaches to support survivors. Approaches that engage the entire community in addressing sexual assault on campus are essential. Partnerships between various campus programs and departments and community-based resources help ensure access for members of the college community, including those who have experienced sexual violence, to much needed resources, strengthen the accountability of institutions to the community, increase knowledge about the impact of sexual assault on campus, and link community-based advocacy resources with campuses. This web conference is for campus administrators and advocates interested in expanding their partnerships to support survivors and address sexual violence both on and off campus.

The Toolkit for Preventing Interpersonal Violence among Students Studying Abroad is designed to increase the capacity of colleges to prevent interpersonal violence among students who participate in study abroad programs. It is organized to correspond with the four stages of the study abroad experience:

  1. Institutional Planning
  2. Pre-Departure
  3. Post-Departure/Immersion
  4. Return/Reintegration

The tools included were created based on findings from an accompanying literature review, which includes results from key informant interviews, surveys, and focus groups; peer-reviewed literature; and best practices for preventing interpersonal violence within the study abroad context.

The Toolkit for Preventing Retaliation After Sexual Assault within the College Context is designed to increase the capacity of colleges to prevent students from experiencing retaliation related to sexual assault reports. It is organized into five issue areas:

  2. Standardizing Definitions
  3. Closing the Gap in Knowledge
  4. Building Strong and Supportive Systems of Investigation and Accountability
  5. Providing Comprehensive Support to Complainants

accompanying literature review, which includes key informant interview results, peer-reviewed literature, and best practices from sectors that have made significant efforts to address and prevent retaliation.
